Virginia voters approved a ballot measure Tuesday night allowing Democrats to redraw the Old Dominion’s congressional districts with a 10-1 advantage, but the party will have to hold off on celebrations. Democrats still face a difficult battle at the state supreme court after having already lost arguments on several grounds at a lower court.
