Man arrested after rushing toward Capitol with loaded shotgun and tactical vest

An 18-year-old man was arrested after he tried to run toward the Capitol with a loaded shotgun and a tactical vest. Authorities say the man dropped the weapon when he was confronted by police. NBC News' Sahil Kapur has details on the arrest just a week ahead of the State of the Union.
