Judge halts construction on White House ballroom

A federal judge halted construction on President Trump’s passion project, the White House ballroom, unless Congress approves the plans. In his order, the judge wrote, “The President of the United States is the steward of the White House for future generations of First Families. He is not, however, the owner!” NBC News’ Kelly O’Donnell reports.
