In one place where it happened, you hear about such things often with an overwhelmed and officially castrated police force trying ineffectually, if at all, to keep the mayhem as contained as possible. Risking life and limb on the scene while knowing any miscreants they scoop up are going free if officers waste time trying to book them for damages or assaults.]]>
